To facilitate this, the World Parliament shall take control of all public and private hospitals and research centers, standardizing healthcare worldwide. Hospital management, recruitment of medical staff, procurement of medicines, and hospital operations shall all fall under the World Parliament’s authority, effectively nationalizing all private hospitals to provide free treatment.The World Parliament shall establish a Medical Relief Fund within its Health Ministry and mandate all governments, state authorities, and private enterprises with over 100 employees to contribute to a fund ensuring financial assistance for workers during medical treatment. Through this fund, financial aid shall be transferred daily to the bank accounts of hospitalized individuals and their caregivers to prevent economic hardship.Governments shall also collaborate to establish national medical relief funds, ensuring financial aid for hospitalized government employees. Private companies shall contribute a portion of their profits to this fund to support employees during hospitalization. Additionally, the World Parliament shall create a separate fund to assist laborers, disabled individuals, and physically impaired persons.The World Parliament shall also ensure mandatory and free education for all children. To achieve this, a commission shall be formed to oversee whether every child receives education suited to their abilities. The commission shall establish offices in every subdivision of every district across all nations, directly overseeing all schools in their jurisdiction. Schools shall report student attendance within 30 minutes of opening each day. If a child is absent without reason or parents refuse to send their child to school, the commission shall have the authority to take action against them.The Earth is the home of all its inhabitants, and it shall be the duty of the World Parliament to provide housing for every individual. The World Parliament shall ensure that all men, regardless of station, have access to fresh water.A new order shall be decreed for those who till the land, and all farmers shall be honored as the lifeblood of nations, the very keepers of the world's sustenance. To this end, a commission shall be established to improve the fortunes of every farmer and bestow upon them special privileges. Seeing the want of grain and the hunger of nations, the World Parliament shall establish a Ministry of Agriculture to govern the land’s bounty.The Land Commission shall hold record of every acre of tillable soil, ensuring just distribution among the laboring class. In each district, a laboratory shall be erected to examine the earth, water, and air, that the land be cultivated in accordance with its nature. No man shall hold in excess of his rightful share, and any surplus shall be seized and given to those who toil yet lack the means of cultivation. While each farmer shall retain ownership of his harvest, the land itself shall pass to his kin by birthright, though he shall not be permitted to sell it. A universal farmer’s card shall be issued to every cultivator, ensuring prosperity among them.The greatest affliction upon this Earth is now the corruption of its skies, the spoiling of its waters, and the warming of its lands, whereby many beasts and fowls of the air have perished. To halt this ruin, the World Parliament shall ordain a Ministry of the Environment, charged with safeguarding the lands, villages, and cities from man’s own folly. None shall act against the laws of nature without facing swift judgment, for the Parliament shall see that every man is bound by duty to protect his surroundings. Forests shall be raised, waters purified, and reckless consumption curbed. Should any transgress against this sacred trust, legal retribution shall be swift and sure.
